Big Win for Chiloquin: CVIP Receives $400,000 Grant to Restore Historic Downtown Hotel

Chiloquin Visions in Progress (CVIP) is thrilled to announce it has been awarded a $400,000 Oregon Main Street Revitalization Grant to support the restoration of the historic Chiloquin Hotel, a cornerstone building in downtown Chiloquin. This investment marks another significant milestone in the community’s ongoing efforts to revitalize its Main Street and strengthen local infrastructure.

The project, led by property owner 1457 Development and founder Alex La China, will convert the 8,000-square-foot, two-story structure into a mixed-use facility that addresses both housing and economic development needs. Once complete, the Chiloquin Hotel will feature:

  • Nine studio apartments on the upper floor, offering much-needed affordable housing for local residents;

  • Two ground-floor retail bays to support small businesses and activate the downtown economy; and

  • A shared community space for tenants, including a kitchen, lounge, and recreation area designed for simplicity and durability.

“This project will be a catalyst for downtown revitalization,” said La China. “We’re honored to partner with CVIP and the community to preserve Chiloquin’s heritage while creating affordable housing and space for local entrepreneurs.”

This is not CVIP’s first success with the Oregon Main Street Revitalization Grant. In 2021, CVIP secured a similar grant to support the rehabilitation of the HIRVI Building, one of Chiloquin’s most recognizable historic storefronts. That earlier project transformed a vacant and deteriorating property into a vibrant downtown asset, laying the groundwork for renewed investment and momentum along First Avenue.

With a total estimated budget of $1 million, the Chiloquin Hotel project is scheduled to begin design and engineering in late 2025, with construction anticipated to take place between spring 2026 and fall 2027. In keeping with CVIP’s commitment to community involvement, local volunteers will have opportunities to participate in various work efforts, including painting, cleanup, and landscaping.

“This latest grant allows us to continue the vision that started with the HIRVI Building—revitalizing downtown Chiloquin, one property at a time,” said Robert Cowie, CVIP Executive Director. “Each of these projects moves us closer to a healthier, more connected, and more economically resilient community.”

This is not CVIP’s first success with the Oregon Main Street Revitalization Grant. About OPRD Main Street Revitalization Grants

The Oregon Parks and Recreation Department has awarded 35 matching grants totaling more than $10.6 million through the Oregon Main Street Revitalization Grant program. These funds will support projects in designated downtown areas across the state, helping to restore historic buildings, create housing and retail space, and stimulate local economies. The highly competitive program was created during the 2015 legislative session and placed with the Oregon State Historic Preservation Office. The legislation established a permanent fund for the Oregon Main Street Revitalization Grant, with an initial infusion of funds from the sale of lottery bonds.
